Operation DREAM North was founded by Rodney Bourrage Sr. in May 2023, beginning with a powerful milestone—the first public Juneteenth celebration in Oshkosh, Wisconsin. Held at the Leach Amphitheater in the downtown area along the Fox River, the inaugural event, titled “Juneteenth BGOSH 2023 Introduction Celebration,” marked the start of a bold new chapter—one where people of all ethnicities came together to celebrate freedom.

Building on its Milwaukee roots, where it mentored inner-city boys, Operation DREAM North expands that mission northward to uplift all disenfranchised youth. Through community building and transformative programs, it strives to inspire, empower, and create lasting change for the next generation.
